I would alter the game of risk by making the map consist of the more areas of world.
8 reinforcements at risk.
I would adjust the game of risk to be co-oprative not by changing the rules, but by changing the idea. I would make it a trading instead of warfare game, where instead of reinforcments, there would be income. The pieces would be modified also. You could go at the enemy agressivly, and buy them out with incone, using the dice as repesentatives of how much a good was in demand, or you could say: Green, would you trade 2 income for China? You could also trade territories. Maybe you want that specific part of europe and you are willing to give up some seaside property for it. if Risk was turned into a trading game, and players were given the choice of being agressive or friendly, there would be more co-operation in the game.
